The Governance


As a local authority, Mankayane Town Board’s operations and strategic plans are guided by the Ministry of Housing and Urban Development through the Urban Act of 1969.

Mankayane Councillors

Mankayane Town Board is governed by the Urban Government Act of 1969. It is regulated by the Ministry of Housing and Urban Development which is responsible for general governance and overseeing of the urban areas in the Kingdom Hon. At present, the Minister of Housing and Urban Development is Hon. Appolo Maphalala and the Principal Secretary is Dr. Simon M. Zwane.

Mankayane Town Board has a total of 5 Councillors whom are elected by the people of Mankayane (Property owners, business owners, and residents) to govern the town. These are; Board Chairperson, Deputy Chairperson, Finance Committee Chairperson, Finance Committee Member, and Board Member. The Board Chairperson chairs all statutory or special meetings of the Board.

The Councillors are elected once every 5 years by the people of the town, and each financial year the Councillors elect themselves as to their positions for that financial year. Their collective responsibilities includes developing policies and draw different pieces of legislation necessary for the implementation of these policies, after they have been approved by the Ministry of Housing and Urban Development.

The Councillors are responsible for the employment of the Town Clerk or Chief Executive Officer who is given the responsibility to implement these policies. The CEO reports directly to the Councillors and may in most cases report directly to the Minister.
